ROD Vital Records Survey Results

This Vital Records survey was completed last week.

The Vital Records survey took place from September 24, 2007 to December 12, 2007. The survey was completed or partially completed by 208 citizens. There are a number of positive indicators from the survey that affirm the knowledge and customer service skills of our employees.

The highlights include: 54% strongly agree and 36% agree that our staff were courteous and helpful; 53% strongly agree and 35% agree that our staff are knowledgable in their area; 48% strongly agreed and 35% agreed that we exceeded their expectations durign their visit to our office.

There are also points of concern raised that are being addressed. For example, 38% responded that they could not easily find adequate parking and 37% believed the building was not easily accessible.

User comments are generally very positive and appreciative of our office and services provided. I congratulate my Vital Records staff in Greensboro and High Point for their hard work at 80- 90% customer satisfaction in core areas!

Mr. Chairman, congratulations your 10-1 vote.

My first memory of Kirk was his inclusive statement that he needed votes to be elected. He said, "I'll listen to you and represent you if you are Democratic, Republican, Libertarian, or Vegetarian!" As a regular at Earth Fare, I know many appreciated it.

Good job and best of luck in the new year Kirk. Also, congratulations to Madam Vice-Chair Kay Cashion. I'm sure she'll do a great job too.

I'm sure Paul Gibson will enjoy getting a little rest from his hectic pace over the past year!

President Martin Lancaster stepped into the morass of the illegal immigration debate in North Carolina and the country through his actions this week. I appreciate his pushing of the issue and I'm glad the Attorney General will review the law. But to paraphrase Gov. Easley, I agree "the federal government and Congress need to get off their BUTTS, close the border" and create a comprehensive approach to dealing with the issue.

As a former college admission counselor, I saw first hand some very talented and hardworking kids miss the opportunity to further their education because of status issues. I don't know what the comprehensive solution will look like, but a combination of education, enforcement of existing laws, earned citizenship, and closing the borders will be a part of that effort. Unless the federal government reforms immigration policy, it is unlikely that the students will ever return home. Without reform and engaging these highly complex and tough issues with integrity, things will not get better.

Pender High School Football has Banner Year!

The Pender Patriots lost to Warsaw Kenan 28-0 last week to end the season. It was a great year considering they made to the State 1-AA Semi-Finals. Beating Wallace Rose-Hill for the first time in 26 years and stunning top seed Louisburg were highlights.

I'll call it. This is Warsaw Kenan's year. Thomasville got smoked in earlier rounds. We'll see tomorrow.

Meeting Molly..

I met Molly Broad a couple of months ago during a County Administration course at the North Carolina Institute of Government. The former Chancellor of the University of North Carolina system is now on the faculty there and, after a few moments of pause, I introduced myself and had a pleasant conversation with her.

Molly was a former School Board member in New York and we talked about electoral politics and the challenges she faced as Chancellor. We both chuckled when she said one of the hardest parts of her transition is not having four secretaries and, of course, period of decompression from the stresses, demands and adreneline of public life.

I wish her well in her transition and hope she gets many opportunities to spend time with her grandchildren.

Former Commissioners have Historic Meeting!

This was one of the best meetings I've attended... Commissioners came out of retirement for a special engagement of the Guilford County Strategic Planning Initiative. There was more substance discussed in this 1 1/2 hour meeting than you can imagine. Schools; taxes, transportation; economic development; growth; etc. I may have extended comments later.

Commissioners in attendance included: Bob Landreth, Mike Barber, Dot Kearns, Wally Harrellson, Walt Cockerham; Mary Rakestraw, Phyllis Gibbs, Richard Maxwell, Odell Payne, Fred Pryor, Joe Wood, Doug Gaylon, Forrest Campbell, Bob Shaw, and Chuck Winfree.

Quick Points:
* Milk toast government is not the right way to go and Guilford County government is not in that category--Mike Barber
* Guilford County needs to engage the talents of the local university system--Chuck Winfree
* Mental Health issues are crucial and need to be a priority--Forrest Campbell
* What makes this planning effort different than all the others put on the shelf?--Bob Landreth
* Guilford County should take care of its greatest resource, its employees--Joe Wood
* There needs to be more done on issues of substance abuse. We have made some progress, but not nearly enough--Wally Harrelson

A highlight of my time as an elected official came at Bennett College about 5 years ago. I had the honor of presenting a resolution of appreciation from Guilford County to Coretta Scott King, wife of the late Martin Luther King, Jr.

I had the great gift of offering my personal appreciation for the impact the King family has had on me as well. I also took the opportunity to introduce the next speaker on the agenda. That speaker was Yvonne Johnson. I told the audience that I appreciated her leadership in Greensboro and that she would make history as "the first African-American Mayor of Greensboro".

I'm glad I made that statement. While she has made history last week, her true gift is the leadership and commitment for a better Greensboro. I look forward to her voice and courage. Leadership and Experience. Yvonne Johnson.

Sandy Carmany and I worked together on several issues when I served on the Board of Commissioners and I want to express my appreciation for her efforts. Rezoning issues around the College Hill and Lindley Park neighborhoods were several that come to mind. Sandy was always thoughtful, involved, and was a good listener to the concerns of citizens in her District.

In addition, Sandy was a strong proponent of PART (Piedmont Area Regional Transportation). PART came before the Board of Commissioners around 2001 and we supported a rental car tax as a local match that allowed us to recover state and federal gas taxes going to Charlotte, Raleigh, and Las Vegas. Regional transportation will be crucial for the Triad's future.

I wish Sandy well and appreciate her service to Greensboro over the past 18 years.

A long and busy week has kept me from congratulating the new and re-elected former County Commissioners on the Greensboro City Council. Mike Barber, Mary Rakestraw, and Trudy Wade.

I've worked with them all and wish them well over the next two years. I have worked closest to Mike. I have always appreciated his thoughtful nature and he's been a more independent voice on Council. While Mary and Trudy were on the opposite side on my aisle (so to speak) on the Board of Commissioners, I can see potential gifts they bring to this elected office. I've admired Mary because, even in our disagreements, she's never forgotten she represents "everyday" people. I'll admit, some of those people might never vote for Mr. Deeds, but Mary has knocked on about as many doors as me, maybe more. I appreciate that even though we come at many issues differently.

Trudy Wade will make staff earn their keep. A message to key City staff, put toner in your copiers and go ahead and give her your cell numbers. She'll ask lots of questions and is not afraid to be a dissenting voice. I thought her mailings distorted Sandy Carmany's position on several key issues, but she tapped into a broad discontent that went to the polls on election day. Her challenge will be to focus her energy toward integrating those sentiments into a meaningful direction for City residents.

I wish them all well and look forward to working with them in my capacity and in Guilford County's Strategic Planning process. Hopefully, there will be opportunities to improve Guilford County and City of Greensboro working relationships.

The growing xenophobia in our society was clearly evident at a high school soccer game last week in Chapel Hill. When Chapel Hill High played arch rival East Chapel Hill, one of the players was a young man who immigrated to the United States from El Salvador. He is a legal, permanent resident of the USA on his way to becoming a US Citizen. Yet, everytime he had possession of the ball, fans in the stands would shout over and over again: "Give him a green card. Give him a green card." This was upsetting to the young man, but not nearly so upsetting as the actions of the referee. The referee consistently called the young Latino man "out of bounds" everytime he had the ball, even when it was clear to everyone that he was not out of bounds. When the boy's mother spoke to the referee about his bad calls, the referee shouted at her that she "should go back to Mexico and take all those Hispanics with you!" He then stuck a yellow card in her face.

In the aftermath of the incident, the Chapel Hill Schools have determined that this particular referee will never serve as a sports official ever again for city schools. However, the feelings of fear and intimidation that this young student and his family have experienced cannot be erased by this decision alone. This hard working family already had to fight an unjust deportation order in the past, and now it seems they are facing vocal slurs and discrimination at every turn. This is the legacy of hate filled politicians and "civic leaders" who have used acusation and fear to polarize a confused public for political gain.

People of faith must reclaim the high ground and begin to do everything possible to restore a society of harmony and trust where EVERY person is valued as a child of God, fully deserving of respect and fair treatment.

I agree.

Elle and I went over to Greensboro's First (and only) Moravian Church this weekend and hung out with Scott Walker and his amazing young players! The Ireland Performance Tour Group played featuring student musicians that traveled to Ireland this summer. They played a variety of traditional Irish and American tunes.

My fondest memory of Claudette was when I ran for the Board of Commissioners in 1998. She talked with me about running and then she just gazed and smiled. A top county elections official said the cost of the recall vote will likely fall between $12,000 and $15,000 — or a little more than $9 per voter.

"We had fewer voters for the recall than we had signers on the petition," said George Gilbert, director of elections in Guilford County. Gilbert added later, "It's much easier to sign a piece of paper someone sticks in front of you than it is to go it and vote in an election

Let's Review. A primary election is coming in a month for that Council District, a general election in two months, with the additional cost of $12,000 to $15,000 for 5% turnout for a failed Recall Election in August. In the end, Guilford County government will bear the added cost generated by the failure. While the effort was legal based on the number of petition signers, I can only conclude the central organizers added an unneeded cost to county government.

I'm sure the citizens of District 1 would still have made the appropriate choices for their representation on Greensboro City Council in the other two upcoming elections. Good luck to those citizens and all the candidates.

His Dad, Coach Jack Holley won more high school football games than anyone I can figure out.

The story in the News and Observer read...[There was no press conference, parade or banquet. "I don't want a rocking chair or silver bowls ... nothing said ... I just want to walk on the way," said Coach Jack Holley. He'll still be around.

"I want him to coach the offensive line, if my mama will let him", said Battle.

I wish them both well. I played American Legion baseball and in the NC State Games with Battle. We won the Gold! Battle will be a great Coach, just like his Dad.

Update on Public Records and Data Security

I sent a Memo to the Board of Commissioners updating them on my efforts to reassess our internal policies. Excerpt from the update:

My office will be consulting with Guilford County Information Services, County Attorney, Sheriff’s Department, NC Institute of Government, NC Vital Records, Attorney General's office and others over the next 90 days.

This effort will allow us to revise our internal procedures related to public records with increased emphasis on data security and fraud prevention while preserving our ongoing commitment to serve the public consistent with NC General Statutes. This consultative effort will cover a multitude of areas in the office including land and vital records and will guide our daily operations in the future.

I will update the Board with these updated policies as soon as they are finalized.

In Guilford County Government This Week

Guilford County Emergency Services conducted a county-wide Hurricane Exercise on Tuesday, June 26th and Wednesday, June 27th to evaluate the Guilford County Emergency Operations Plan, agency plans and policies, and the Web EOC Critical Incident Management program. The exercise included participants from other various city/county departments and allied agencies. The training exercise provided opportunities for participants to improve their skills and knowledge in carrying out their respective duties when dealing with large scale incidents that will impact Guilford County.

On Wednesday, June 27th, the Department of Social Services had a welcome reception for Mr. Robert Williams, the new Director of DSS. Outgoing DSS Board members, Dr. Joan Matthews and Mrs. Carlvena Foster were also recognized for their years of service. I attended this event along with Commissioners Parks and Davis.

Commissioners Alston, Davis, Parks, and Perkins along with Rob Bencini, Melissa Johnson, and County Manager David McNeill attended the groundbreaking ceremony on Wednesday for the World Headquarters and Manufacturing Center for HondaJet. Officials from the State of North Carolina, economic developers, municipal officials, and business leaders were on hand to hear Michimasa Fujino, President and CEO of Honda Aircraft Company, provide an update on the company’s progress and commitment to the Triad area. Site work is underway and construction will start soon.

Budget Impacts on Register of Deeds

The County Commissioners approved their FY 07-08 Budget last night.

The immediate impact for the Register of Deeds office will be a postponement of the Greensboro Vital Records renovation, some equipment repair, etc. The total budgetary impact is (49,670). We submitted a budget request to the Board of Commissioners that decreased over 6% before the additional monies mentioned above.

Even with those additional reductions, I understand the Board was in a difficult position regarding the budget. I appreciate the ongoing support members of the Board of Commissioners have given our office from both parties over the past three years. Our office will continue to focus on training and seek to create additional efficiencies in the next year.

I have decided to make our online vital records search unavailable to the general public as we reassess our public access policies for vitals. Birth, Death, and Marriage abstracts were made available by internet by the previous Register of Deeds. While I understand that law abiding citizens get a significant benefit from this service, there are emerging issues with this practice.

I have had a series of discussions with concerned citizens, fellow Registers, NC Vital Records, Sheriff's office, among others. These discussions over a period of time have led me to this decision. Identity Theft, Fraud, and increased criminal activity regarding personal information on public records are a primary concern. In addition, public records laws related to vital records public availability need to be reexamined based on increased technology in the 21st century.

I apologize for any inconvenience. These records are still searchable from within our Greensboro and High Point offices.

Jeff Valent is running for Town Council in Vestal New York. He has my enthusiastic support and encouragement! (Did I say he was my brother in law?)

Jeff has a great mind and he's an overall good guy. Against my better judgement and counsel....he is a Republican. I won't hold that against him. The election is non-partisan and we are both conservative on issues like wasteful inefficient government. He's proven to be a great sport when we fight it out on most holidays around some issue or another. He's reasonable and I have no doubt he'll use sound judgement on the Council. In addition, Jeff cooks a great meal. As you know, lots of change can happen around food so I'd look for immediate change. As a Hendrick Motorsports supporter (Jeff Gordon-24), I'll give him the benefit of the doubt even with my leanings toward Jimmie Johnson-48.

Vestal would have a great asset in Jeff's election and I look forward to following his campaign!

I've had a variety of perspectives given to me on the event yesterday. I attended and have several thoughts. I've heard statements deconstructed and interpreted, motives questioned, excitement about possibility, and comments about the umbrellas!

Big Thanks to Allen Johnson for our conversation about a week ago regarding the intent of the event and his invitation to our Strategic Alliance core planning committee. While Guilford County elected leadership was not on the panel,(and has been noticed!) there were around 20 Department Directors at the event along with several County Commissioners. Here are some points:

1) High Point University campus facilities are great! Nido, I told you, I'm impressed with the place. I'm a Guilfordian, but the Athletic facility and campus are great. Speakers with music in the trees; Plato quotes in the cement; $21 million in construction and enrollment increases. They are moving in the right direction.

2) The concept of Vision and Leadership for Guilford County. I prefer to call the challenge "Vision-Seeking" for Guilford County. I appreciate the News and Record and Nido for helping convene this event. I really mean it. Over 300 people attended who "influence" the public, private, religious, civic, and political circles of the County. I'm not going to diss it out of principle. I'm also not going to say it's THE TRANSFORMATIVE EVENT ON VISION (out of principle as well). I must admit I'm hungry for these discussions in diverse venues of the County because it is needed.

3)The event symbolized the surface tip of a massive glacier. At times several speakers and audience members dipped their toes beneath the tip into the icey waters. Issues like race, education, economics, district and at-large elected body responsibilies, historic differences were chipped on in that short time. Just enough for a bit of frost bite!

4) I believe the central challenge is to have movement on "Vision-seeking" with not only the those of us who "influence" (represented well yesterday), but the "influenced" (the hard part!) We need these kinds of events, and others, with folks who never get the invitation. We need a process that keeps vision-seeking alive in every corner of the county. If those of us who "influence" are serious, we will need to exercise much effort and sound judgement.

5) There were profound differences on the concept of vision and what that vision should be and unchallenged statements that will have to be challenged in this quest. In addition, what does "the quest" look like? Is it organized or do we just come back next year at a different location? What's the soil for the seeds look like?

6) Relationship building and "knowing an individual's story" is truly essential. We all have strong opinions and strong leadership must have integrity. If it has integrity, there will be challenges to it but the vision seeking process can build a movement in many untapped areas of our community.

7) Guilford County government. I have a belief that the Strategic Alliance can play a major role in transforming service delivery and demonstrate a positive influence on One Guilford. And yes, I include the Guilford County Board of Commissioners in that effort!

8) And don't think this stuff is easy. It is messy and has the capacity to make us very uncomfortable, especially after we get the warm, fuzzy, vision feeling. Guilford County has real needs and many interests that have to be considered. This effort requires a capacity to listen, learn, and grow beyond some safe places.

Effective or not, this discussion will continue in the months ahead!

Remembering Owen Lewis

My friend Owen Lewis passed away Tuesday morning. I was pushing my daughter on her red swing Monday evening and an ambulance came by our house on Howard Street. For some reason thoughts of Owen came to mind. I saw the obituary this morning and my fears were confirmed.

I met Owen when I first ran for County Commissioner. First thing he said to me was that he was supporting the other guy. haha. I appreciated his honesty and candor--an appreciation experienced on quite a few occasions. Later on, Owen became a friend and supporter and I served with him on the Juvenile Crime Prevention Council. He later chaired the Council and I sought his advice on several issues of concern of the years.

Owen was also a DEMOCRAT! Yes, a DEMOCRAT- with a capital DEMOCRAT. **SMILE** He was always insightful and had a unique sense of humor. I'll miss him and appreciate his years of public service.

Betty, you are in my prayers and thoughts.

Guilford County Department Heads and Leadership!

Guilford County Department Heads met for a three day training session on Leadership through Franklin Covey. While I believe in training, I'm always skeptical about these kinds of trainings. They tend to be conceptual and not practical or there is little follow through. But Guilford County has needed to bring this level of leadership together and I went into the session hopeful.

I came away encouraged about the direction Guilford County is moving at the Manager and Department Head levels.

There was unity and agreement that we are committed to move beyond the following in Guilford County government: 1) No clear purpose or vision; 2) Underutilized talent and potential; 3) Bureauratic and misaligned systems and 4) LOW TRUST. As we discussed, these barriers are not just particular to Guilford County, they are are challenge for every organization.

On no clear vision and purpose, I remember attending the supervisory orientation with Human Resources a couple of years ago when elected Register of Deeds. I was ashamed when they passed out a County vision statement that was created over 10 years ago. I had never seen it in my six years on the Board as a commissioner. I took part in creating PART, helped in passing over $600 million in school construction, and achieved many other worthwhile goals, but to be a World Class County government we need a compelling vision and a plan to actualize that vision which is performance-based.

Guilford County government has a tremendous amount of talent and it is largely untapped. We have over 2500 employee bodies that come to work each day, but do we have their their hearts, minds, and spirit? Do we have their trust? Do we, as leaders, have character and competence and are we credible?

Guilford County government also needs to align our government systems so that we become a World Class County government. We need to perform well for our citizens; work toward maximizing efficiencies, and I WANT US TO KICK SOME OTHER COUNTY'S $##%^! in service delivery. And, in some areas, we are already doing it!

There was general agreement and a commitment that we will move forward to transform County government. Within the context of the Strategic Alliance efforts and this commitment, I am excited about emerging opportunties to make Guilford County government a World Class County government.

I have to admit, Scott Yost did a good job reporting on the Register of Deeds office preservation project in the Rhino this past week.

Scott previously reported on the PREP (Property Records Education Partners) meeting in February too.

With the Rhino, I always hold my breath and hope for the best due to my six years as a county commissioner. AND Oh yeah, I am a Democrat. While Scott does mention my salary every chance he gets....he has been fair to me and the office. John too.

After all, its not everyday that preservation projects get press and I do appreciate it.

Boys of Summer! Orioles off to 3-0 Start!

I missed the first two games. I was holding out for new batting gloves and management complied. Actually, I was on vacation.

My first game back was against the Mets-one of our main rivals in the the MSBL (Men's Senior Baseball League). We got off to a great start and then held on for an 8-7 win! I had a hit and caught the entire game. We got lucky in the last inning.

"I'm 36...36...no..72...72", said my two knees. I congratulated myself on my 120,000 game caught. Right arm fell fell off Monday morning and I've glued it back. We have an upcoming game against the Pirates Thursday night at Leonard Rec. Center.

I'm considering a 38 pitches blog like Curt Schilling to chronicle the Oriole season. No decisions have been made at this time.

Needless to say, the Boys are back!

Guilford County Enters Into Mediation

I've been participating in a training on Mediation through Carolina Dispute Settlement Services this week. Guilford County Human Resources have brought them to Guilford County to train staff in mediation as a part of the County's new personnel regulations.

Diann Seigle and Leila Jabbar have done an outstanding job and I believe the County is moving in the right direction by providing opportunities for county staff to work through their differences using mediation.

While mediation will only be used in certain situations, there model is particularly interesting and proactive. The training will end tomorrow and I'd like to thank Leila, Diann, Raquel Dominguez, Mark Springfield and Bruce Laney among others for their insights and guidance throughout the week.

Bill Martin Remembered

Public servant. Well-reasoned. Reflective Listener. Soft-spoken. Practically Intellectual. Stature. Salt of the Earth.

These words immediately come to my mind. I can't remember when I met Bill--maybe 15 years ago at a community meeting about child welfare or Smart Start. My most vivid memory of Bill was not Bill. The memory comes from many of Bill's constituents that I met over a four or five year period when he served in the State Senate. That's why the first word mentioned was public servant.

Bill made himself available to those he represented in a powerful way. He was respected, and although in Raleigh, he was present to help those most in need in his district. Those voters I met spoke highly of Bill and I remembered their words when I met him.

From the moment I met him, Bill listened, reasoned, and made me feel like I had something positive to offer whatever the issue we discussed. Those characteristics make an average elected official a great one.

Bill Martin was a great elected official. My prayers are with his family.

Martin Lancaster, President of the NC Community College System, will be retiring after a career of distinguished service in North Carolina.

I served as an intern and staff assistant to Martin in Washington DC in 1992. I had a great experience and learned a great deal about politics and public policy. Martin was very accessible and appreciated his public integrity. I ran into Martin a few years ago in Savannah at a conference and we had a great lunch and even went for a run in a historic setting.

The Strategic Alliance: Guilford County Strategic Planning Initiative

The Strategic Plan Process Committee, chaired by Sharisse Fuller, previewed their research and offered suggestions for the Board of Commissioners to consider during the special meeting on March 29th. The concept of developing the County’s initial comprehensive strategic plan was discussed by the Board of Commissioners during their annual planning retreat on January 5, 2007.

Members of the study committee, representing 12 departments and a cross-section of County functions, were charged to propose a process that incorporates best practices that would best serve Guilford County. Already, the group has reviewed strategic planning efforts completed by both cities and counties within North Carolina and across the United States. The Committee recommended that a multi-component business plan be created that will take 14 to 16 months to fully develop and implement. A time line was presented that divides the work into four phases: Assessment, Goal Setting, Plan Development and Managing for Results.

Since the Assessment requires maximum community involvement, the Committee encouraged the Board to offer forums in their respective districts as well as community surveys to gather input from the general public and key stakeholders. A stakeholder survey that will identify various stakeholder groups and yield a data base has been distributed to County departments for completion. Opinions and feedback from the surveys and forums can be used to formulate the vision for the County. Tentative dates for the forums are May 8, May 15, and May 22 with all sessions scheduled for 7:00 p.m.

More information will give provided on the forums as we move closer to the dates!

Dellinger for Durham DA

(From NCSPIN) It is widely speculated that Mike Nifong, Durham’s embattled District Attorney who is charged with misconduct by the State Bar, will not survive and will resign as part of a negotiated settlement. We have heard that Hampton Dellinger, former legal counsel to Governor Easley and announced candidate for Lieutenant Governor, is being frequently mentioned as a replacement when Nifong resigns.

Would this mean he wouldn’t run for Lt. Governor?

Status: 03/28/2007 – Filed in the House

Comments: The county-by-county allocations in this bill are substantially similar to S1144 (Hoyle) but include one notable distinction. Like S1144, the bill divides the $2 billion into three pots – 50 percent is divvied up by ADM, 25 percent to counties experiencing ADM growth over the last five years, and 25 percent to “low wealth” counties. Unlike S1144, this bill requires counties to match their proceeds designated in the distributions based on ADM or High Growth. Counties who receive a distribution from the low-wealth pot do not have to match the proceeds they receive from that pot, but they do have to match the proceeds from the other two pots. The formula used to determine the county match is 3 cents times the county's ability-to-pay rank for every $1 of allocated bond proceeds. The "county's ability-to-pay rank is its rank in the ranking of counties from lowest to highest county wealth as a percentage of State average wealth made by the State Board of Education for the 2006-2007 fiscal year pursuant to Section 7.6 of S.L. 2005-276."

My cousin worked at GE with James Jordan (Michael's dad). My brother, Julian Lewis, who lived in Kansas, gave us four tickets to the Final Four in New Orleans for Christmas in 1981. Of course, we didn't even know that Carolina was going to be playing at that time. I took my two sons. It was our first time on an airplane, so that was exciting.

We stayed with friends in New Orleans. It was unbelievable, a dream come true for us just to go. I always wanted to go to just an ACC game, then to go to the Final Four, when you're there the atmosphere is so strong.

At the end, I knew we had to win this game. I said, 'They've got to give it to Michael Jordan, he's going to do it for us.' When he did, that place exploded. Then what stands out is Fred Brown made the pass to James Worthy. It was exciting. I look at it today and I was a part of that history.

I've always liked Michael Jordan - he was a fine young man. James invited me to their house on Gordon Road. And Michael gave me an autographed picture of him and James Worthy. I have a picture of that last shot. These are memories that we've collected.

Usually I don't take a timeout; with so much practice, we should know what we are going to do. I'm very slow to take a timeout late in the game. But (assistant coach) Eddie Fogler said, 'We may need a timeout. Jimmy doesn't know what we're running,' which he did. At the timeout, ... I said, 'I know they'll stay in a zone defense because I know coach (John) Thompson just loves James Worthy and Sam Perkins, so stay with our 2-game,' which is usually we have one post guy high, he goes low and we have another one come in behind him and usually we'd get that.

But I knew coach Thompson knew that too, because he was with us when we used to run that in the '76 Olympics. We thought they might jam. We were certainly looking for Worthy first and then Sam. And then I said if that's not open, it's bound to be open for Michael on the wing. I patted him on the tail and said, 'Knock it in.'

Jimmy (Black) took his time. I thought I made clear - get a good shot in 10 seconds, it wasn't quite as quick as I wanted. There was no rush.

I think he really did get some confidence from (making the game-winner), who wouldn't? He was confident and got better and better.

As much as has been said about Michael making the shot, it was his defense on the next play. We were in our scramble defense and if you look at the tape, Fred Brown starts to throw to the corner to Sleepy Floyd but Michael stepped into the passing lane and Brown knew that he would have to lob the ball to get it to the corner. He turned and threw the ball to James. Michael was graded our defensive winner in that game - we probably should have been publicizing that.

They came across the time line with 30 seconds, thought the players looked a little unsettled and Eddie Fogler said call timeout. (UNC coach) Roy (Williams) was asked about it last week. He even said when they came over he saw the look in their face, which worried him. He thought for the first time that Carolina might lose; they didn't look confident. Coach Smith was marvelous in the way he calmed them down. 'We are right where we want to be,' he said. 'We're going to determine the outcome of the game.' Roy had to turn his back to the huddle and look at the scoreboard and make sure it said 62-61. When the players left the huddle, Roy said then he thought that they were going to win. That's just the kind of confidence coach Smith gave his players.

Coach Smith knew (John Thompson) wasn't going to let Perkins or Worthy beat him. He was going to have some defense that wouldn't let that happen. He knew Michael was going to take the shot, slapped him on the rump. My problem in broadcasting the game came when Michael made the shot. I expected John Thompson to call the timeout. We were seated more to the Georgetown end of the floor, closer to their bench on the second row of the press seating.

I'm trying to get my thoughts together as to, 'What the hell am I gonna do if they make the last shot and Carolina loses again?' I'm trying to sort that out mentally and on the court not more than 30 feet away from us Fred Brown threw the ball to James Worthy. ... I look down to my left and Coach Smith is trying to settle everybody down on the bench. He realized that there is still going to be time left. Of course, James missed the free throws and Sleepy Floyd took a desperation shot at the end and Sam caught the ball and the celebration began. I was so relieved.

The first thing I remember about the shot, it was after Georgetown went up and North Carolina brought the ball down. I remember there was 32 seconds left on the clock, vividly. And I said we're going to have to put on our best defensive effort, and we went into a 1-3-1 zone.

I saw them rotate the ball around to the side where Jordan was, and I was literally a hand away from touching that ball. It was just the perfect rotation against the zone, Jordan had a clean look and hit it. That's basically what happened.

In that ball game you had Ewing, you had Worthy, you had Perkins, but I don't think anybody thought at that time that shot would lead Michael Jordan to be the great NBA player he was, maybe the greatest of all time.

He didn't have a dominating game. He played a very good ballgame, but that shot obviously made history for Carolina and for Michael Jordan.

I think (Fred Brown's pass) was just an unfortunate thing, and I always asked the question: What was James Worthy doing out on the perimeter? And what they said was North Carolina was in some kind of scramble, and obviously Worthy was so far out of place. If you look out on the floor, why was there a 6-9 guy out on the wing? It was one of those things where Freddy looked and thought it was a Georgetown player, because what's a Carolina player doing there?

I remember watching the game. The end was great; the whole game was exciting. We were all excited that he was there. It surprised me that he was the one that took the shot at the end of the game. I guess coach Smith knew something that we didn't know.

Everybody at Laney was talking about it the next day, just like everybody was all over North Carolina. It was such a big deal for us because he was one of ours. I was already a Carolina fan, but a lot of people became Carolina fans when Michael decided to go there.

I didn't see any difference in his game after that. He just kept doing what he had always done, throughout high school. I'm sure it was great for his confidence, but to me he was the same player. Once you make a shot that monumental, I guess the rest are no big deal.

He made it. That's what ... I recall. He made the ... shot. Well, I just think it was indicative of competition. Michael hit the shot, and I like Michael an awful lot now as a person and am proud of what he's accomplished.

I kid him every now and then that he wouldn't have been so open if we weren't so afraid of James inside. There might not have been any finals that had any more accumulation of stars than who were in that game. And the game was indicative of that because it was a helluva ballgame.

I think of that game more about James Worthy and Patrick Ewing than I do Michael Jordan. What probably comes to my mind is about a year before that he'd broken the (scoring) record for the McDonald's All-American game but didn't get the MVP. His mom was all upset about that, and I calmed her down after the game that night and said, 'He's going to North Carolina, he's playing for a good coach. He'll do all right. Don't worry about him; it's not going to be the end of his career.'

So that night he hit the shot, and I see his mom and dad on the streets in New Orleans, and I was kidding her about it - I've often kidded her about it over the years - and I said, 'I told you that (MVP) wasn't going to be the highlight of his career.'

... The one thing that is a connector is that he's one of the greatest competitors in any sport, and his career has shown that he wanted to take that shot. The guys that make those shots don't happen by accident. They want the shot and they know they're going to make the shot. That was the first time we saw that.

Dean Smith, Michael Jordan, Roy Williams and Geraldine "Carolina Mama" Thigpen

It was ALMOST 25 years ago when I witnessed Michael Jordan launch that 16 footer that gave Coach Smith his 1st National Championship in 1982 at the Super Dome in New Orleans. My brother Michael (State Fan and middle child...his only defense) and I went to the game with my mom Geraldine and our Uncle Julian Lewis. (Rabid UNC fans!)

The Wilmington Star News is planning a 25 year piece that should come out in the next few days. Geraldine "Carolina Mama" Thigpen will be interviewed tomorrow morning for the piece by Neil Amato. My sister laughed when she told me "Yeah, the guy called and told me he'd just gotten off the phone with Michael Jordan and Dean Smith. I gave him mama's phone number".

With car plates UNC-MOM, tapes, pictures, and stories, Neil will have his hands full! Only those who know Carolina Mama understand her persona. She is a true southeastern NC legend.

I look forward to reading about Pender County's undisputed #1 Carolina Fan!
